The Deposit Plan sets out the strategy and policies which will shape the way in which the county develops over the ten year period to 2021. It allocates land for housing and employment purposes and indicates where these and other uses will be permitted and contains policies to protect the environment from inappropriate development.
Cabinet member Councillor Bob Greenland has championed the importance to Monmouthshire of having a statutory planning framework that will positively guide development and avoid the ad hoc chaos of ‘planning by appeal’ if no such framework exists.
When adopted, the LDP will constitute the development plan for Monmouthshire – replacing the existing Unitary Development Plan (UDP) – and will form the basis for decisions in the determination of planning applications and appeals. The LDP will therefore provide a measure of certainty about what kinds of development will be permitted and where during the plan period.
The Deposit LDP has been produced following extensive consultation and participation, and its publication presents an important opportunity to submit comments in support of or in objection to the policies and proposals contained in the Plan. Notification of the consultation has been sent to over 2,500 individuals and organisations. Formal advertisements have been placed in the local press and drop-in sessions will take place at the dates and venues listed in the table below, where council staff can explain the LDP and answer questions.
The Deposit LDP and supporting documents together with information on how to get involved and make comments can be viewed on the council’s web site at www.monmouthshire.gov.uk/planningpolicy, at County Hall, Cwmbran and at all council libraries and one stop shops. The consultation period will run from Friday 7th October to Friday 18th November 2011.
